Directs the coordination of all aspects of quality assurance / quality control for the three Light Rail Systems (Hudson Bergen, River LINE and Newark Light Rail) and for Access Link and Private Carrier Affairs.
Roles and Responsibilities
- Ensures compliance for Light Rail, Access Link and Private Carrier Affairs with applicable regulatory (State / Federal), operational and / or contractual requirements.
- Directs field safety inspections to verify conformance of field installations with regard to specifications and design.
- Directs internal system audits of contractors’ activities on-site to verify compliance with FRA, FTA, New Jersey State Safety Oversight Agency, OSHA, NJ Transit, applicable ISO and / or contractual requirements.
- Conducts hazard analysis of critical systems of the LRT systems, and provides recommendations for their mitigation.
- Directs the daily operation and staff supervision for all QA / QC requirements within Light Rail Operations, Private Carrier Affairs and Access Link.
Critically, this includes the three Light Rail systems, the private carrier bus maintenance programs, and compliance with ADA standards and regulations within the ADA vehicle audit program.
- Reviews bid documents, drawings and specifications for construction projects at various design stages to ensure departmental policies, programs and requirements are included and properly presented on assigned projects.
- Ensures departmental contractors and self-performing operations perform internal quality audits in accordance with contract requirements and NJ TRANSIT standards.
- Reviews contractor and departmental Quality Assurance / Quality Control programs to ensure compliance with contract requirements.
Provides recommendations to improve QA / QC programs.
- Ensures contractors are performing quality audits / checks on vendors providing materials, goods and services for NJ TRANSIT’s benefit.
Also performs this work directly for NJ TRANSIT self-performing operations.
Reviews and audits contractors’ non-conforming material / parts to ensure compliance with policies and procedures and contractual requirements.

Supports the serviceability and reliability of the three Light Rail Systems, Access Link and Private Carrier Affairs, and makes recommendations for hardware / procedural changes that become evident during analysis of performance data, audits, reports, and general observations.
This Position Supervises :
Education, Experience and Qualifications :
- Bachelor’s Degree in Engineering, Occupational or Industrial Safety, Construction Management or similar field of study, or equivalent, and eight (8) years of progressive managerial experience in an operations / mechanical department.
- Knowledge and Skills :
- Applied experience performing quality assurance / quality control work, particularly in rail and bus operating environments desired.
- Excellent personal computer skills and ability to use MS Office.
