JOB SUMMARY : The Forward Planner works closely with the Land Acquisition Manager, Regional Construction Manager, and Project Managers to meet the Divisions business strategies.
The Forward Planner will be the liaison between KB Home and Governmental Agencies during the entitlement process as well as all departments in the Divisions.
The position will be responsible for coordinating and processing all development plans for new communities.
ESSENTIAL DUTIES AND RESPONSIBILITIES :
Acquisition Process
- Manage the feasibility of new land acquisitions
- Complete risk analysis, title review and a preliminary product analysis and make recommendations to senior leaders on next steps
Entitlements - Work with Local, State and Federal agency staff on behalf of KB Home :
- Process all Environmental applications and permits for approval
- Process applications for Planned Development, Rezoning, Tentative Map, Development Agreements, Design Review, General Plan Amendments, and Variances
- Attend, participate, and present at City Council, Planning Commission, and Public Outreach Events
Plans & Permits - Manage processes from start to final approval, including conflict resolution :
- Tentative Maps, Final Maps, and Condo Plans
- Improvement Plans (in-tract and off-tract)
- Landscape Plans (model, production, parks, and other public amenities)
- Miscellaneous Plot Plans, Precise Grading Plans, and Phasing Plans
- Encroachment Permits, Environmental Permits, Building Permits
- Agency Agreements (Affordable Housing, Subdivision Improvement, Development, Reimbursement)
- Lot-line adjustments, Right-of-Way (ROW) Acquisitions, Easements, Land Dedications
- Form and fund community Facilities Districts, Assessment Districts
Project Management
Hire and manage a team of consultants to include : Civil / Structural / Geotechnical Engineers, Landscape Architects and Biological / Environmental / Cultural / Paleontologist / Archaeologist consultants.
Create and maintain consultant budgets
Provide community development support to marketing, construction, sales and customer service including long & short form disclosures to sales, and act as community team liaison
EDUCATION / EXPERIENCE / MINIMUM REQUIREMENTS :
Education
College degree preferred in Civil Engineering, Urban Planning, Architecture or a similar discipline.
Experience
- 3+ years experience in Civil Engineering, Architecture, Project Management, Public Planning, or Forward Planning with a familiarity in dealing with Governmental Agencies and Project Management required
- Homebuilding or residential real estate a plus
Knowledge, Skills & Abilities
- Must be highly organized and detail oriented
- Self-motivated to move projects to successful completion
- Must have excellent communications skills
- Must have excellent customer service and conflict management experience in order to represent KB HOME when interacting with government agencies
- Intermediate proficiency in Microsoft Office Suite (particularly Word, Excel, Power Point)
