Business Analyst Admin
General Summary :
Performs business, budget, and financial analysis, forecasting and accounting functions for Dallas Area Rapid Transit (DART).
Essential Duties and Responsibilities :
- Performs highly complex analysis of internal costs, incurred costs, estimates, financial, and statistical information.
- Assists with the development, preparation, training, and coordination of Department’s operating and capital budgets.
- Research budget and accounting issues for management and makes recommendations based on the research.
- Serves as contact with department personnel to obtain information relevant to budgets and plans.
- Provides technical assistance and training to staff.
- Prepares routine monthly, quarterly, and annual reports such as cost analysis, capital data, and expenditure status reports to provide appropriate monitoring for effective decision-making.
- Provides support to Senior Manager of Operations & Budget.
- Performs other duties as assigned.
Minimum Knowledge, Skills, and Abilities Required :
Note : An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
- Bachelor’s degree in business administration, Finance, or related field.
- Four (4) years progressively responsible experience in a financial, accounting, analysis and budgeting, auditing environment or related field.
- Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
- High level of analytical ability required finding solutions to complex interpersonal, financial, administrative, professional, and technical problems.
Interpersonal skills required to effectively communicating with staff, all levels of management and non-supervisory employees, vendors, government entities, contractors, and others both inside and outside of DART.
- Advanced level of computer skills to manage databases, utilize macros, spreadsheets, etc.
- Communicating Orally / Writing. Can understand complicated messages and use questions and paraphrase to clarify. Able to provide complex information that is understandable and grammatically correct.
- Budgeting : Able to independently develop program and project cost and budget estimates. Identifies and tracks key budget indicators to predict cost / budget overruns.
- Analyzing / Evaluating : Able to analyze moderately complex data sets, to accurately summarize data, and to characterize causal relationships and interrelationships between and among variables.
Prepares reports for and makes recommendations to managers based upon results of analyses / evaluations. Databases / Spreadsheets : Ability to customize forms and reports, using advanced techniques.
Able to use macros to automate data entry. Can administer a database system. Can audit, import external data, and create data maps.
Serves as resource person within work unit.
Working Conditions :
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
